Bremen launches pilot educational enterprise

In an effort to improve and expand educational infrastructure in the city, Bremen has established a new pilot company dedicated to constructing kindergartens, schools, and sports halls. The move is aimed at reducing construction standards for these buildings and speeding up the process.

The pilot company, which was established on October 22, 2024, will be organized as a GmbH & Co. KG with an initial capital of 300 million euros. The city of Bremen will hold 100% of the shares, ensuring close control and influence over important decisions.

One of the first projects undertaken by the pilot company is the construction of a four-story secondary school in the Kämmerei district (Blumenthal). Another project, the Campus Osterholz, will include a three-story Grundschule, a four-story secondary school, and a sports hall. The Campus Sodenmatt in Huchting will feature a three-story Grundschule, a sports hall, and a kindergarten.

In addition to these projects, the pilot company will also replace and rebuild the Grundschule am Alten Postweg with a kindergarten and sports hall in Hemelingen, and the Grundschule Fährer Flur in Vegesack. These renovations and conversions will contribute to creating new assets for the city.

Education Senator Sascha Karolin Aulepp welcomed the initiative, highlighting the urgent need to care for all children in Bremen. Finance Senator Björn Fecker described the establishment of the pilot company as a milestone for swift and economic decision-making processes.

Mayor Andreas Bovenschulte emphasized the need for speed in school and kindergarten construction, and the pilot company's focus on private-sector organization is expected to shorten coordination times for Bremen's educational construction.

The first construction measures are expected to be completed by 2026, and additional funds for further projects are expected to be generated by 2028. Six urgent construction projects will be implemented as the first step. The pilot company's experience will be used to optimize decision-making processes and construction procedures in the future.
