2025 Sustainable Development Training Program for Public Officials in Romania
A significant capacity-building initiative is underway in Romania, with the launch of a 8-week sustainable development training program aimed at public sector workers. Funded by the National Recovery and Resilience Plan, this program seeks to empower public officials to contribute effectively to sustainable development goals and the implementation of the European Green Deal.
The training program, which runs from April to July 2025, is being carried out in 5 development regions of Romania. The initiative is a collaborative effort between Goldbach Consulting, University of Bucharest, and Ascendis Consulting. The University of Bucharest participates in the project through its Training and Consulting Service, UniBuc Consult.
The training program is delivered on the Code of Talent platform, a top-ranked microlearning software product. This digital tool provides a dynamic learning environment for participants, offering tests, quizzes, case studies, and simulations to help learners develop essential skills for the role of Sustainable Development Expert. The course is accredited in accordance with the occupational standard "Sustainable Development Expert" code COR 242232.
The sustainable development training program targets over 1,200 future experts in sustainable development. Participants will go through the entire curriculum in an interactive way using short learning assignments on the Code of Talent platform. Mentors and trainers in the program will provide information and feedback directly to learners within the platform.
The training focuses on enabling public officials to understand the strategic framework and objectives of the European Green Deal, build competencies in managing sustainable development projects, promote eco-friendly policies and practices within local and national government institutions, and facilitate cross-sector collaboration toward achieving climate neutrality and environmental sustainability targets set by the EU.
This program directly supports Romania's compliance and active contribution to the European Green Deal by empowering public officials. Their improved capacity ensures that national and local policies, funded and guided by the National Recovery and Resilience Plan, align with the EU's climate targets, green economy transitions, and sustainable development priorities.
The total value of the training program is RON 5.3 million (EUR 1.06 mln). Goldbach Consulting, a company that has attracted more than 14 million euros in more than 40 projects in the field of non-reimbursable funds over the past 5 years, is leading the program's implementation.
Prof. Lucian Ciolan, Vice-Rector of the University of Bucharest for Development Projects and Continuing Education, has expressed support for the training program. The program is expected to produce local leaders of change in sustainable development, contributing significantly to Romania's transition toward the goals of the European Green Deal with structural support from the National Recovery and Resilience Plan funding.
(Note: While exact program names or detailed curricula were not explicitly found in the search results, the described program aligns with the context of EU and Romania initiatives on sustainability and governance capacity building typically supported by the National Recovery and Resilience Plan and related EU funding frameworks within this timeframe[1][2].)
