India's Offshore Security Strengthened at OSCC Meeting
The Offshore Security Coordination Committee (OSCC), a body established in 1978 to ensure the effective functioning of offshore security arrangements, held its 137th meeting in New Delhi on June 12, 2025. The meeting, chaired by the Indian Coast Guard, aimed to review the preparedness and effectiveness of the security of India's offshore installations.
The importance of energy security and the need to take all possible measures to ensure the security of offshore assets were highlighted at the meeting. The committee emphasized the significance of enhancing joint responses to safeguard vital energy infrastructure, as these assets contribute significantly to the nation's growth and independence.
Representatives from various organizations such as the Indian Navy, Indian Air Force, Ministry of Home Affairs, Ministry of External Affairs, Ministry of Petroleum and Natural Gas, Directorate General of Hydrocarbons, Intelligence Bureau, Directorate General of Shipping, ONGC, and state police forces from Gujarat, Maharashtra, and Andhra Pradesh attended the meeting.
The meeting underscored the need to strengthen coordination among agencies to address emerging challenges and ensure the security of offshore assets. The OSCC has contributed effectively in framing policies and providing guidance and resolution to Offshore Defence Area related issues.
Meanwhile, in a separate development, the Directorate General of Training (DGT) and Shell India launched a joint Green Skills-focused EV training program in 2025. This initiative aims to equip trainees with industry-relevant skills in EV technology, directly supporting India’s transition to clean energy and reducing greenhouse gas emissions.
By fostering green skills and specialized training on electric vehicles, this program helps bridge the skill gap in the EV ecosystem, which is critical for the growth of electric mobility in India. The enhanced skilled workforce contributes to the scaling up of the EV industry, facilitating wider adoption of clean vehicles and thereby accelerating progress toward India’s net-zero carbon emissions target.
The program complements government efforts under the Ministry of Skill Development and Entrepreneurship and aligns with broader sustainability and clean energy goals. In summary, the program’s impact lies in capacity building at the grassroots level by integrating EV-specific green skill training into government-run ITIs, which is a foundational step to scale India’s green economy and meet its net-zero ambitions by ensuring availability of trained technicians and professionals for the evolving EV market.
- Thecommittee, recognizing the importance of energy security, emphasized the significance of safeguarding India's offshore energy assets to maintain the country's economic growth and energy independence.
- In addition to the OSCC's work on offshore security, the Directorate General of Training (DGT) and Shell India launched a jointGreen Skills-focused EV training program, crafted to equip the workforce with necessary skills for the growth of the clean energy and electric vehicle industry in India.
