Want to get those water-wings on for city kids? The Swimming Association of North Rhine-Westphalia (NRW) thinks so too, and they're pushing for mandatory pool maintenance in municipalities to ensure both clean waters andquality swimming lessons.

Squeezed by escalating energy costs and CO2 taxes, the association fears a tidal wave of pool closures and a nosedive in swimming proficiency if the status quo remains. Swimming pools, unlike schools or kindergartens, haven't been on municipalities' mandatory service lists. But with NRW already losing over 40% of its pools in the past 25 years, a sustainable support program from the federal and state governments is high on the association’s list of demands.

The demands don't go unheard - municipalities, according to a spokesperson from the Association of Cities and Municipalities in NRW, are keen on swimming education and pool maintenance. However, the budget crunch means they can barely tread water, let alone invest in pool upkeep.

The Association points out that demands for swimming courses in NRW clubs are sky-high, with up to half of clubs putting ambitious swimmers on a waiting list for beginner lessons. That's a worrying sign, they say, as national surveys suggest that only half of elementary school students can swim securely by the end of their schooling. Translation? Thousands of NRW schoolkids are left splashing around without a lifeline each year.

The pressure on public pools shows no sign of abating. Municipalities, strapped for cash and eager to keep swimming programs afloat, are trying collaborative efforts with each other and with clubs to make the water work. "No one wants to close a public pool," a spokesperson emphasized.

Given the stakes, it looks like it's sink or swim for the Swimming Association's push to set mandatory pool maintenance for municipalities – a move that could ensure today's kids can get their kicks in the pool without fear of falling short.
