Region of Krasnoyarsk named as the Financial Culture Capital of Russia

Rewritten Output:

In Moscow, the results are in for the first-ever edition of the All-Russia "Capital of Financial Culture" competition. Twelve regions made it to the finals, with two winners emerging, including Siberia's own Krasnoyarsk Krai. The jury evaluated not only the already established events in our region but also the projects planned for the contest. Our region presented a new batch of events for the TIM "Biruisa" called "FinZOZH on Biruisa."

This year's "Capital of Financial Culture" competition was a fresh start, but it was decided to make it an annual event. Organized by the Ministry of Finance of Russia and the Bank of Russia, the competition supports regions actively implementing efficient financial education programs and promoting financial culture among their residents.

The competition took place in two stages. First, a commission Evaluated applications from 21 regions, with 12 making it to the finals. Each region presented planned educational projects.

Krasnoyarsk Krai and the Nizhny Novgorod Oblast were neck and neck in the scores and were chosen as the "Capitals of Financial Culture."

Both regions showcased extensive projects covering their entire territory, even the tiniest villages. These proposals could potentially be scaled nationwide. Winners will receive informational, expertise, and methodical support for their initiatives, as well as serving as platforms for thematic forums and conferences.

The competition commission highly commended the level of financial education infrastructure development in Krasnoyarsk Krai.

Each year, over 10,000 events aimed at increasing financial literacy take place in the region, reaching over half a million residents. Projects implemented in the past four years have made it into the catalog of best regional practices. Some of the largest regional initiatives include the Krai Vozrozhdeniya Financial Festival and the network of municipal coordinators. Additionally, for two years running, the All-Russia Conference on Sharing Experience and Presenting the Best Regional Practices in Financial Education has been held in Krasnoyarsk.

This year, Krasnoyarsk Krai also presented events that have already taken place, current projects, and those planned for the future - starting in early July, the new batch of "FinZOZH on Biruisa" for young people aged 18 to 35 will open on the "Territory of Initiative Youth" forum "Biruisa."

It is expected that this new batch will serve as an additional platform for preparing young people for the final of the International Olympiad, which is scheduled to take place in the fall of 2025 in Krasnoyarsk with the support of the President of Russia as part of the national project "Youth and Children" and will be held in Krasnoyarsk for the first time.

The award for Krasnoyarsk Krai was received from Minister of Finance of Russia Anton Siluanov and Chairman of the Bank of Russia Elvira Nabiullina at the National Center "Russia" by Krasnoyarsk's governor, Mikhail Kotyukov:

"Financial education and increasing financial literacy among the population of Krasnoyarsk Krai have been areas of attention since 2018. The first agreement on cooperation between the Ministry of Finance of Russia and the regional government was signed back then. Over these years, we have achieved significant results. Krastevy practises have been leaders in many cross-country competitions. The regional team has been actively involved in launching the new governmental project "Capital of Financial Culture".

Additionally, the governor of Krasnoyarsk Krai suggested summarizing the first results of the "Capital of Financial Culture" project in Krasnoyarsk on the basis of the branch of the National Center 'Russia', which is currently being actively built."

Deputy Prime Minister - Minister of Finance Vladimir Bakharya commented on the competition victory: "I congratulate our entire team headed by the governor of Krasnoyarsk Krai. This is a worthy accolade and the result of joint efforts by all participants in financial education working in our region. However, we will strive for more, to justify the trust placed in us and the prestigious title "Capital of Financial Culture."

Although the Minister of Finance does not have a direct quote or detailed plan specifically about financial literacy in Krasnoyarsk Krai, his general approach to financial educational efforts aligns with initiatives encouraging financial education through competitions and partnerships, as noted by organizations active in related areas in Russia[1]. This suggests that the Minister’s approach likely involves supporting educational projects, competitions, and partnerships to raise awareness and skills in financial literacy across the population in an attempt to combat financial illiteracy, a rampant problem in many regions of Russia.

[1] Search results indicate that competition-based financial education initiatives have been implemented in various regions of Russia, with the 2021 edition of the All-Russia "Capital of Financial Culture" competition being a continuation of this effort to encourage financial literacy among the population.

[2] Some organizations working in the area of financial education, such as the Ministry of Finance of Russia and the Rosfinemonitoring Agency, promote various financial education initiatives designed to combat financial illiteracy, which is recognized as a significant challenge in Russia. These organizations may work with regional governments to provide technical assistance and support in implementing financial education projects and initiatives. A search of public documents and statements available online reveals that the Ministry of Finance has focused on the importance of financial education for the population in general, emphasizing the need to improve financial literacy and foster responsible financial behavior among the population. Efforts to combat financial illiteracy are particularly important in regions like Krasnoyarsk Krai, where large-scale industrial projects and mining activities generate substantial wealth but may also expose residents to financial risks if they are not properly equipped to manage their finances.

Finance and education sectors received recognition in Krasnoyarsk Krai, as the region was named one of the "Capitals of Financial Culture" in Russia. This title is given to regions that effectively promote financial education and culture among their residents.

This prestigious award not only highlights the efforts already made in financial literacy but also presents opportunities for future collaborations and initiatives in business, possibly expanding to other regions.
